Kyle M. Murphy

Attorney with CASCADIA LAW GROUP PLLC (Seattle, Washington). Kyle advises municipal governments, private companies, and nonprofits in several areas of environmental law, including climate and environmental policies, water resources, treaty rights, cleanup, and the Endangered Species Act.

Professional Experience

  • Advise clean energy facilities and nonprofits on emerging issues in clean energy siting and permitting, including the development of state legislation to reform siting and permitting laws and permit compliance.

  • Advise clients on compliance with and opportunities under Washington State’s Climate Commitment Act, Clean Fuel Standard, and related climate programs.

  • Provide clients with FERC relicensing, compliance, and litigation advice for hydroelectric projects, including FERC license compliance, Clean Water Act 401 certifications, water quality compliance, and Endangered Species Act Compliance.

  • Advocate and appear for clients in litigation before the Pollution Control Hearings Board, state courts, and federal courts concerning water resources, NPDES permits, Clean Water Act claims, and Endangered Species Act claims.

  • Represent clients on matters related to the cleanup of hazardous waste contaminated sites, including recovery of cleanup costs and negotiation of agreements with potentially liable parties.

  • In 2021, Kyle served as a Research Fellow to University of Washington Law Professor Todd Wildermuth on issues relating to endangered species and wildlife law.  

  • From 2020-2022, Kyle served as a Teaching Assistant and guest lecturer for undergraduate courses in the University of Washington Law, Societies and Justice Program.  Kyle led workshops and lectures on environmental, immigration, and international law.

  • Kyle also worked as a consultant and strategist for Clean and Prosperous America’s nationwide clean energy campaigns in 2019-2020.  

  • From 2014-2019, Kyle served as Co-Director and then Executive Director of Carbon Washington where he co-led the campaign for ballot Initiative 732, the first ballot initiative in the country to enact to enact an economy-wide climate policy, and spearheaded the successful campaign to create the sustainable farms and fields carbon sequestration program (RCW 90.08.615).
