Tom's practice encompasses water resource management, water rights and water quality, and the Endangered Species Act. He counts among his statewide clients private parties, municipalities, private and public water systems, farming and other agricultural operations, school districts, and utilities.

Professional

  • Provide counsel and litigation primarily in areas of water rights development and transactions, state and federal water quality enforcement, and regulatory compliance.

  • Chair, Pollution Control Hearings Board, Environmental and Land Use Hearings Office, Olympia, WA (2012-2014).

  • Special Assistant Attorney General for Washington, Washington State University in Lummi Indian Nation, et al. v. State of Washington, et al., Supreme Court Cause No. 81809-6.

  • Special Deputy Prosecutor for Thurston County, Washington in Thurston County v. Ecology, Consolidated Pollution Control Hearings Board Nos. 08-069; 08-070; 08-071; and 08-087.

  • As an Assistant Attorney General and Section Chief of the Water Resources Division, represented state agencies, primarily Washington Department of Ecology, regarding compliance and enforcement of environmental laws, water resources, water quality, and shoreline issues.

  • Admitted to bar in Arizona, Colorado, and Washington, the Ninth Circuit Court of Appeals, the Tenth Circuit Court of Appeals, and the Federal District Courts for Eastern and Western Washington.

  • Adjunct Professor, Water Resources Law, Seattle University School of Law (1998 - present).
